 Job Summary:

 The Head of Procurement is responsible for leading the procurement function across the organization. This includes formulating and implementing sourcing strategies, negotiating contracts, managing supplier relationships, and ensuring procurement practices are efficient, cost-effective, and compliant with company policies and industry standards. The role is instrumental in supporting operational efficiency, strategic sourcing, and long-term value creation.

 Key Responsibilities:

Strategic Procurement Management

  • Develop and execute procurement strategies aligned with the organization’s goals.
  • Prepare annual procurement plans, budgets, and cost-saving initiatives.
  • Monitor market trends, supplier developments, and pricing dynamics to reduce risks and costs.

Operational and Team Leadership

  • Lead and manage the procurement team, ensuring high performance and continuous development.
  • Collaborate with internal stakeholders to understand procurement needs and ensure timely delivery of goods and services.
  • Optimize sourcing procedures and procurement processes to maximize efficiency and transparency.

Supplier & Contract Management

  • Establish and maintain strong relationships with key suppliers and vendors.
  • Negotiate contracts, pricing, and service terms to ensure optimal value.
  • Oversee supplier evaluations and selection based on quality, cost, and reliability.
  • Ensure adherence to service level agreements (SLAs) and monitor supplier performance.

Governance, Compliance & Risk Management

  • Ensure compliance with internal policies, legal regulations, and ethical standards.
  • Maintain proper documentation, records, and audit trails for all procurement activities.
  • Implement and uphold internal controls and QHSE policies.
  • Analyze procurement risks and develop mitigation strategies.

 Capital & Facility Procurement

  • Serve as the signatory authority for CAPEX purchase orders.
  • Manage procurement for capital goods and facility improvements.
  • Periodically coordinate with division heads to forecast and plan procurement requirements.

Reporting & Analysis

  • Track procurement KPIs and report performance to senior management.
  • Conduct cost and scenario analyses, benchmarking, and expenditure reviews.
  • Research shifts in supplier negotiating power and adjust strategies accordingly.

 Other Responsibilities

  • Support the management in complying with statutory requirements related to occupational health and safety.
  • Coordinate with departments for identification and sale of obsolete assets.
  • Lead or participate in special projects assigned by management

Accountability and Authority. (QHSE): –

  • Implementation of ISO 9001:2015 and ISO 45001:2018 standards as well as core business values and IMS policies.
  • Monitoring of QHSE training.
  • Review and comply with internal/external audit findings, serious observations and conformance to risk assessment results.
  • Monitor and ensure the implementation of all major accident recommendations.
  • Review monthly IMS performance of the division and respond to areas of concerns.
  • Ensure compliance with applicable legal, statutory, contractual, or other requirements.
  • Provision of resources for QHSE implementation
  • Promotion of a safe culture.

 

Candidate Profile: 

  • Requirement open for Bilingual Arab nationalities
  • Bachelor’s or Master’s degree in Supply Chain Management, Business Administration
  • Minimum 15 years with at least 5-7 years’ experience in managerial role
  • Excellent communication skills, Planning skills, Flexibility and contingent planning, Negotiation skills
